Three utilities and a handful of districts and co-ops carry commercial lighting incentives in Arizona, and their boundaries cut straight through city limits. Two buildings on the same street in Phoenix can sit in different programs, with different money and different deadlines.

Who serves your building

In the Valley, APS and SRP territories are interleaved address by address. Chandler, Gilbert, Glendale, Peoria, Avondale and Phoenix itself all contain both.

So we don't guess from the city name. Send us the service address or a recent bill and we'll confirm the utility off the meter, tell you which program applies, and tell you what's funded before anyone talks about fixtures.

Business Solutions — Standard, Custom, Small Business, New Construction

Serves large parts of Tempe, Mesa, Scottsdale, Chandler, Gilbert, Glendale, Peoria, Avondale, Phoenix, Fountain Hills, Paradise Valley, Queen Creek, Apache Junction, Guadalupe and Tolleson.

$0.25–$0.35 per reduced watt on interior LED; $0.15 per reduced watt on exterior
$0.15/W controlled for occupancy & daylight controls; $0.25–$0.40/W for networked controls
Capped at 100% of project cost; $300,000 per customer per year. FY27 runs May 1, 2026 – April 30, 2027

Solutions for Business

Serves much of Phoenix proper plus Buckeye, Goodyear, Surprise, Prescott, Flagstaff, Yuma and large parts of Glendale, Peoria and Avondale.

Standard lighting retrofit: up to 75% of incremental project cost
Applications go through APS or a registered Trade Ally
Final applications due November 15, 5 p.m. of the program year
APS opens a waitlist once final applications reach the annual budget — filing early is the whole game

Commercial energy efficiency programs

TEP serves Tucson and the surrounding metro. UniSource, its affiliate, serves Lake Havasu City, Nogales, Safford and parts of Mohave and Santa Cruz counties.

TEP Commercial Program: up to $215 per LED fixture, plus a custom track
